In an April 28 release, the Armenian government noted components of the draft action plan to ensure tax and customs discipline associated with the COVID-19 outbreak, including increasing taxpayer services, providing assistance, focusing tax and customs control in riskier sectors, and enabling communication and cooperation with taxpayers.

The first meeting of the Coordination Council for Works on Dealing with Problems and Managing Risks of Tax and Customs Discipline presided by Chairman of SRC Davit Ananyan took place on April 28 at the SRC. The deputy chairpersons and heads of SRC's subdivisions included in the council participated in the meeting.

The key guidelines of the newly-established unit were presented during the first meeting. The chairman stressed the importance of active participation of the council in the reform process. Ananyan pointed out that the council's activity will contribute to the tax and customs administration improvement process and to effective dealing with tax and customs discipline issues.

The draft action plan for ensuring tax and customs discipline associated with the spread of COVID-19 was discussed at the council meeting. The aim is to ensure — given the spread of coronavirus — tax and customs administration, maximally assisting taxpayers' discipline, as well as management of potential risks associated with collection of tax revenues of the state budget. Implementation of the program will allow ensuring the required conditions for assisting taxpayers and enforcing tax and customs discipline in urgent manner and within a short period, whereas in the long term the planned actions will contribute to the improvement of the administration, strengthening of trust in the relations between the SRC and taxpayers as well as to establishing of the culture of voluntary fulfillment of tax liabilities. Given the present situation, the SRC expects to carry out the activities in 3 main areas: expanding taxpayer services and providing assistance, focusing tax and customs control in more risky sectors and enabling of communication and cooperation with taxpayers.

During the meeting, the participants also discussed issues associated with the improvement of tax and customs discipline, solution of problems and risk management as well as effective organization and coordination of works. A mission was set to carry out strict and sustainable control over implementation of actions aimed at reducing risks in tax and customs discipline and to periodically assess the results and undertake changes where necessary.

The council will be summoned once a month and emergency meetings will also be summoned to deal with urgent issues and problems.
