Making emergency supplemental appropriations for the fiscal year ending September 30, 2020, and for other purposes.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the "Coronavirus Response Additional Supplemental Appropriations Act, 2020".

Except as expressly provided otherwise, any reference to "this Act" contained in any division of this Act shall be treated as referring only to the provisions of that division.
DIVISION A — CORONAVIRUS RESPONSE ADDITIONAL
SUPPLEMENTAL APPROPRIATIONS ACT, 2020
The following sums are hereby are appropriated, out of any money in the Treasury not otherwise appropriated, for the fiscal year ending September 30, 2020, and for other purposes, namely:

TITLE V
DEPARTMENT OF THE TREASURY
INTERNAL REVENUE SERVICE
BUSINESS SYSTEMS MODERNIZATION
(INCLUDING TRANSFER OF FUNDS)
For an additional amount for "Business Systems Modernization", $2,000,000,000, to remain available until September 30, 2025, to prevent, prepare for, and respond to coronavirus, domestically or internationally, which shall be for information technology modernization, including that which facilitates remote performance of critical Internal Revenue Service functions: Provided, That amounts made available under this heading in this Act may be transferred to "Operations Support" upon prior notification to the Committees on Appropriations of the House of Representatives and the Senate: Provided further, That amounts transferred pursuant to the previous proviso shall be available solely for the purposes set forth in this paragraph: Provided further, That such transfer authority is in addition to any other transfer authority provided by law: Provided further, That funds made available under this heading in this Act shall be in addition to any other funds made available for this purpose: Provided further, That such amount is designated by the Congress as being for an emergency requirement pursuant to section 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985.
