Gerry,

[1] Thanks for meeting with us yesterday regarding the Broadband Internet Access Act of 2000, introduced by Senator Daniel Patrick Moynihan and Congressman Phil English.

[2] Attached is the study I mentioned, prepared by Greg Sidak and Hal Singer of Criterion Economics (with input from Kevin Hassett.) Note that this study relates to an EARLIER PROPOSAL for a broadband incentive, which was never introduced in Congress. That earlier proposal provided an incentive SOLELY for "Next Generation Broadband Sservice" and did NOT include "Current Generation Broadband Service," as included in the Moynihan-English bill.

[3] The authors have not updated their study to reflect the Moynihan-English bill as introduced, but have spent some time estimating its effects. I will ask Kevin Hassett to give you a call to bring you up to speed on their work.
