Illinois ALJ Finds Business Paid Telecommunications Excise Taxes in Error, Denies Refund Request

An Illinois administrative law judge found that an out-of-state subsidiary business licensed to provide commercial mobile radio services in Illinois voluntarily paid tax in error for roaming charges that it billed to its foreign carriers, but determined that issuing refunds to the business would result in unjust enrichment.
