North Carolina Gov. Roy Cooper (D) released his recommended adjustments to the fiscal 2021 budget in response to COVID-19, which call for the state to suspend the unemployment tax formula through 2022 to prevent increases; expand Medicaid to promote spending and increase tax revenues; and allow individuals and corporations to file income, franchise, and partnership taxes electronically.
