Oregon Gov. Kate Brown (D) released the full version of her budget recommendations and policy agenda for 2021-2023, which call for eliminating the partnership passthrough test; decoupling from tax law changes in the federal Coronavirus Aid, Relief, and Economic Security Act; limiting the home mortgage interest deduction; expanding some tax credits; and increasing the surcharge on distilled spirits.
