Greg Abbott (R) released his executive budget for the 2018-2019 biennium, proposing to fully fund community and infrastructure programs without new taxes, fees, debt, or tolls; cut business franchise taxes on employers by another $250 million; and intervene to prevent excessive tax burdens at the local level.
