NON-PARTISAN ANALYSTS: GORE'S TAX AND EDUCATION PROPOSALS LACK SPECIFICS

[1] AUSTIN -- The non-partisan Joint Committee on Taxation (JCT) today announced that 19 of Al Gore's 27 tax proposals -- including four education proposals Gore touted today -- are so vague that their costs and benefits cannot be calculated. Gore spent the morning talking about how he would use his tax plan to improve education within the confines of a balanced budget, but he should explain how he would do this when his plan is so vague its cost cannot be estimated.

[2] "Al Gore's education proposals are so vague that it is impossible to estimate how much they would cost, which in turn raises doubts about how many students would actually benefit," said Bush spokesman Dan Bartlett. "Al Gore claims he is the candidate of specifics, but even non-partisan analysts say his tax proposals are so short on details that their costs can't be calculated."

GORE EDUCATION PROPOSALS TOO VAGUE FOR COST ESTIMATES

[3] In an attempt to calculate the cost of Al Gore's tax plan, the non-partisan Joint Committee on Taxation (JCT) analyzed Gore's specific tax proposals. The JCT was unable to estimate the costs or benefits for 19 of Gore's 27 proposals because the proposals either "require additional specification" or are "presently unavailable." Four of the 19 that couldn't be calculated were education proposals that Gore was trumpeting today in Louisiana, which include:

* College Opportunity tax cut

 

 

* Tuition savings accounts

 

 

* Creation of 401(j) Lifetime Learning Accounts

 

 

* Expansion of worker training and skill development

 

 

[4] Governor Bush submitted his tax plan to the JCT last May, where it was fully and completely scored.
