Rep. William F. Goodling, R-Pa., has introduced H.R. 5211, which would allow taxpayers to ratably include as income or gain over a 10-year period any compensation payments received because of the plum pox virus emergency declaration by the Secretary of Agriculture. The payments are compensation for the quarantine and destruction of commercial fruit trees afflicted by the virus.
