Dear Speaker Pelosi and Chairman Neal,
As the year draws to a close, we respectfully urge you to find a path forward for the expired clean energy tax incentives that have lapsed in recent years. Extending the biodiesel, alternative fuel vehicle refueling property, and second generation biofuel producer tax credits are especially important to the regions we represent. Their extension is not only a step towards reducing greenhouse gas emissions and would supplement California's Low Carbon Fuel Standard (LCFS) with national incentives for renewable fuel, but also would bring much-needed relief to those that counted on these incentives.
Participants up and down the supply chain are experiencing hardship as a result of this lengthy lapse in the credits. At least nine biodiesel refining plants have already closed or significantly reduced production, and suppliers of seed, fertilizer and even farm machinery have experienced a precipitous drop in demand and layoffs are occurring as a result. Last, but certainly not least, farmers have lost significant demand for biofuels feedstock at a time when they are coping with hardship created by other federal policies.
In June, the Ways and Means Committee favorably reported legislation that extends these lapsed energy provisions through 2020. We applaud this progress and hope to build on this work to move forward with a legislative package that includes the credits. While we recognize the financial constraints in addressing the tax incentives, continuing to delay their extension has real consequences for the industries that use the credits and have been unable to plan as a result of this uncertainty.
The biodiesel, alternative fuel vehicle refueling property, and second generation biofuel producer tax credits benefit our nation's energy security, economy, and environment. While Congress has much to address before the end of the legislative session, we ask that these important credits be extended.
