The IRS has submitted for Office of Management and Budget approval, and (as required by the Paperwork Reduction Act of 1995) has requested public comment on, information collections under a new revenue procedure (number to be released) that will set forth "the information and representations required to be furnished by taxpayers in requests for an advance ruling that a leveraged lease transaction is, in fact, a valid lease for federal income tax purposes."

The IRS also submitted for approval and comment information collections under final regulations (T.D. 7927) on the election to amortize up to $10,000 of qualified reforestation expenditures over a seven-year period, final regs (T.D. 8641) under section 597 relating to federal financial assistance received by a financially troubled bank and to acquisitions of financially troubled banks in which federal financial assistance is provided, and final regs (T.D. 8739) on taxpayer identification numbers for children who are being adopted. [28] Description: Recipients of Federal financial assistance (FFA) must maintain an account of FFA that is deferred from inclusion in gross income and subsequently recaptured. This information is used to determine the recipient's tax liability. Also, tax not subject to collection must be reported and information must be provided if certain elections are made.

The regulation is issued under section 6109 and is effective for tax returns due on or after April 15, 1998.
