Dear Secretary Mnuchin and Commissioner Rettig:

As you move forward with the IRS Integrated Modernization Business Plan (issued on April 18, 2019), the IRS should consider the consolidation of existing tax practitioner services into a dedicated practitioner services division to ensure that all represented taxpayers receive the assistance they need and to minimize duplication of services. These modernization steps will instill trust in the tax administration system while improving both customer service and voluntary compliance.

Over half of all taxpayers choose tax preparers to advise them on tax matters, assist them with compliance responsibilities, or represent them before the IRS. As you move forward with this plan, we encourage you to proactively engage and collaborate with the tax practitioner community to improve tax administration.

Currently, the IRS practitioner-impacting operations, programs, processes and tools are dispersed and do not enable practitioners to timely access critical information on behalf of taxpayers. Nor do the current teams or processes systematically solicit, gather or evaluate practitioner feedback. Creating a dedicated practitioner services division will enhance and centrally manage the current programs to efficiently resolve taxpayer issues and ultimately improve the taxpayer experience.

We support your efforts to modernize the IRS with an eye toward customer satisfaction. Together, it is our shared goal to deliver a taxpayer experience that is distinguished by a transparent and proactive interaction between the IRS, taxpayers and their tax preparers. With this goal in mind, we urge you to consolidate the current practitioner services into a single practitioner services division, which would not only benefit practitioners but the millions of taxpayers they serve.
