NOTICE OF APPEAL
Pursuant to Federal Rules of Appellate Procedure 3, and 4, and 7, and the Handbook of Practice and Internal Procedures for the United States Court of Appeals for the District of Columbia Circuit (“D.C. Circuit”) at 14, Plaintiff Starr International Company, Inc. (“Plaintiff”) appeals to the D.C. Circuit. Plaintiff appeals from this Court’s Order Granting Defendant’s Motion for Summary Judgment, entered on August 14, 2017, in favor of Defendant the United States of America, and made final and appealable by order pursuant to Federal Rule of Civil Procedure 54(b) on August 24, 2017.1

For the avoidance of doubt, plaintiff appeals not only the district court’s final order and opinion but also any prior interlocutory order or opinion, including, in particular, the order issued on February 2, 2016.
