Janet Mills (D) has submitted to the Legislature a supplemental budget proposal for fiscal 2021 and a biennial budget proposal for fiscal 2022-2023, both of which focus on maintaining critical services in the face of COVID-19 without changing the state's tax rates; the proposed biennial budget also commits $15 million to continued property tax relief through the homestead exemption program.
