[1] This letter is intended as an outline of topics to be discussed at the public hearing scheduled for May 13, 1998 on the proposed regulations relating to qualified long term care insurance contracts. I had previously submitted a written request to the Internal Revenue Service asking to be permitted to speak at the May 13, 1998 [sic] on behalf of GE Capital Assurance.
[2] The topics we wish to discuss are:
I. Finalization and Effective Date of these Proposed Regulations
II. Impact of the Proposed Regulations on Grandfathered Policy
Holders
III. Impact of the Proposed Regulations and the Interim Guidance on
the Current Long Term Care Insurance Market.
IV. Future Regulatory Clarification: Substitution of an Insurer on a
Grandfathered Contract
