NEW RELEASE

[1] WASHINGTON, D.C., SEPTEMBER 10, 1998 . . . Van Scoyoc Associates, Inc. is pleased to announce that Charles A. (Chuck) Lacijan, Senior Technical Advisor of The Implementation Group, Inc., a Van Scoyoc Associates, Inc. company, has been selected by the Internal Revenue Service (IRS) to serve on the first Electronic Tax Administration Advisory Committee. The newly formed committee will help the IRS plan its strategy for making electronic filing the preferred and most convenient method of filing tax and information returns. The committee will also provide an organized forum for discussion of electronic tax administration issues.

[2] "Chuck distinguished himself on the staff of the National Commission on Restructuring the IRS for his understanding of electronic filing and technology issues; recognizing the needs of taxpayers, tax practitioners, businesses, and financial institutions; and integrating multiple perspectives into comprehensive public policy options. I am delighted to have him as a member of Van Scoyoc Associates where he can help us understand the impact of modern technology on public policy issues," said H. Stewart Van Scoyoc, President of Van Scoyoc Associates, Inc. The 17 members of the committee, who were selected by the IRS from a pool of almost 100 nominees, represent a variety of viewpoints including tax services, software companies, non-profit associations, and financial and educational institutions. Lacijan was nominated for this position by Representatives Rob Portman (R-OH) and Nancy Johnson (R-CT) and Senator Bob Kerrey (D-NB) after serving on the staff of the National Commission on Restructuring the IRS, where he assisted Commission members to develop a comprehensive set of recommendations on ways to improve electronic filing of tax and information returns. Many of these recommendations were incorporated into the IRS Restructuring and Reform Act of 1998, which was recently signed into law by President Clinton.
