10.2.12. Security Guard and Explosive Detector Dog Services and Programs

Purpose

(1) This transmits revised IRM 10.2.12, Security Guard and Explosive Detector Dog Services and Programs.

Material Changes

(1) In January 2016, Department of Homeland Security (DHS), Federal Protective Service (FPS), notified the Internal Revenue Service (IRS) that authority to provide protective security services for GSA-owned or leased facilities resides with DHS. Secretary DHS delegated authority to FPS and protective security services must be acquired through FPS.

(2) In response, IRS phased transition of guard services culminating in December 2019. As the transition is now complete, IRM 10.2.12 Security Guard and Explosive Detector Dog Services and Programs formally administered through IRS guard services is no longer applicable. For inquiries refer to Federal Protective Service or contact your local FMSS Security Section Chief.

Effect on Other Documents

This IRM supersedes IRM 10.2.12 dated October 21, 2008.
