Executive Team

  • President and CEO

    Cara Griffith

    Cara provides strategic oversight for the direction of Tax Analysts. She has been instrumental in developing strategies to improve the Tax Notes suite of products and to aggressively pursue transparency in the administration of tax systems. Previously, Cara managed the editorial department, including the flagship daily news publications and weekly magazines. Griffith has written for a broad range of tax policy publications, including Tax Notes State, The Tax Adviser, The Hedge Fund Law Report, and The Hill. She regularly speaks at tax conferences and other events on tax issues, on a variety of technical tax issues as well as the need for transparency in tax administration. Griffith has a BA in political science and a BA in international studies from the University of Evansville and a JD from the George Washington University Law School.

  • Chief Operating Officer

    Jeremy Scott

    Jeremy provides strategic guidance for the editorial department, which includes managing the daily news publications Tax Notes Today Federal, Tax Notes Today State and Tax Notes Today International, and weekly magazines Tax Notes Federal, Tax Notes State, and Tax Notes International. Jeremy was Tax Analysts’ executive editor for commentary and analysis from 2014 to 2017, and the editor of Tax Notes Federal from 2010 to 2014. He has been a moderator at Tax Analysts’ and other conferences, and he is an expert on tax policy and corporate tax issues. Before joining the staff of Tax Analysts in 2008, Jeremy practiced law with Silverman & Associates Chtd. He is a member of the Virginia and District of Columbia bars and has an LLM in taxation from Georgetown Law Center.

  • Chief Information Officer

    Michael Berkeley

    Michael is responsible for planning, selection, and operation of all internal and customer-facing technology for Tax Analysts. He has over 25 years of experience managing IT operations and the development of technology solutions in a wide variety of organizations. Previously, Michael was the chief information officer for ASCD, a nonprofit education publisher and membership association; prior to that he worked in information systems consulting across a variety of industries. He has an MBA from the University of Arizona's Eller College of Management.

  • Chief Growth Officer

    Peter Billingsley

    Peter is the Chief Growth Officer at Tax Analysts, and he has been with the organization since 2005. In his current role, Peter leads all growth initiatives and client-facing efforts including business development, customer service, product development, and training. He is responsible for managing, guiding, and developing the go-to-market strategy for the Tax Notes product portfolio. Prior to this role, Peter worked for Tax Analysts as vice president of sales, in business development, and as an account manager.

    Peter is happily married and enjoys spending time with his two sons, budding athletes Parker and Calvin. Peter received his bachelor’s in criminology from the University of Maryland.

  • Chief Financial Officer

    Carl Walker

    Carl joined Tax Analysts in January 2024 and provides strategic guidance to the finance department and the executive team at large. Prior to joining Tax Analysts, Carl spent 5+ years as CFO of SIIA, a DC-based nonprofit trade association. Overall, Carl has over 20 years of experience as a senior financial executive in a variety of organizations. Carl received his BS degree in Business Administration from California State University, Los Angeles, and holds several professional certifications including: Certified Public Accountant (CPA), Certified Management Accountant (CMA), and Certified Fraud Examiner (CFE).

  • Chief People Officer

    Ellen Kidwell

    Ellen Kidwell has over 20 years of human resources and people strategy and operations expertise in both the commercial and federal government sectors. Providing start-up, scalable solutions and organizational and team redesign, Ellen has built sound people-focused programs in several industries, including IT, e-commerce, product development, and engineering.

    A champion of strategic programs, Ellen is passionate about a successful culture in support of intelligent, engaged, innovative, customer-focused people and collaborative teams. As a global leader and coach with an entrepreneurial mindset, she thrives in high-growth, transformative, and fast-paced environments. Ellen applies strong communication and writing skills, facilitating and interacting with internal and external customers, vendors, executives, and board members.

    Ellen leads people and culture initiatives including the full employee experience from talent acquisition, recruiting, onboarding, benefits, payroll, engagement, total rewards, performance, succession planning, career mapping, and professional training and development programs, to exceptional employee relations, retention, compliance, and DEI&B.

    Ellen holds bachelor’s degrees in legal studies and political science with a minor in writing from Ohio State University.
